We Are Change Confronts Oliver North “This Is Not a Press Conference”

Four members of the group, all of whom had media credentials, were asked to leave the Kentucky Exposition Center after asking Oliver North questions after his presentation.

Cody Deitz, a member of the group, said he was ordered to turn over memory cards from the equipment they were using or risk being arrested.

In the recovered footage posted here, citizen journalists get a chance to question Oliver North about REX 84 and COG, the supposed plan for the continuity of government in the wake of a terrorist attack or natural disaster. For daring to do so, these citizen journalists, bearing media credentials, were assaulted at the Kentucky Exposition Center in Louisville by thugs who stole their camera memory cards, thus refusing to honor the First Amendment, as fascist thugs are wont to do. Questioning drug runner and convicted criminal Oliver North — not speculation, but documented historical fact — about REX 84 and and COG, members were told “this is not a press conference,” in other words, they had no right to ask North questions. Again, for daring to do so they were physically assaulted and robbed. North essentially dismissed any assertion that he was instrumental in cooking up plans to suspend the Constitution. “North’s exercise, which reportedly contemplated possible suspension of the United States Constitution, led to questions being asked during the Iran-Contra Hearings. One concern then was that North’s plans for expanded internment and detention facilities would not be confined to ‘refugees’ alone,” writes Peter Dale Scott. As we know, North’s treasonous plan is alive and well under the Department of Homeland Security’s so-called ENDGAME, a plan that expands “a mission first articulated in the Alien and Sedition Acts of 1798.” Scott notes: “Since 9/11 the Bush administration has implemented a number of inter-related programs, which had been planned for secretly in the 1980s under President Reagan. These so-called ‘Continuity of Government’ or COG proposals included vastly expanded detention capabilities, warrantless eavesdropping and detention, and preparations for greater use of martial law,” currently well established beyond mere proposals and fleshed out last year in PDD51.

PDD51, or NSPD-51, National Security Presidential Directive 51 (Homeland Security Presidential Directive 20) was signed into law on 9 May 2007 and was kept from Congress. “President Bush, without so much as issuing a press statement, on May 9 signed a directive that granted near dictatorial powers to the office of the president in the event of a national emergency declared by the president,” explains Jerome Corsi. As James Sterngold wrote for the San Francisco Chronicle a few days later, “senior government and military officials and other experts” had gathered behind closed doors to take “a step forward,” under the aegis of the Preventive Defense Project, to plot against the Constitution and the Bill of Rights, including “the possible suspension of some civil liberties” under the bogus and entirely absurd prospect of “al Qaeda or some other terrorist group producing a working nuclear weapon” and attacking an American city.

“It is no surprise that these policies are being hatched behind closed doors, by elites, and military-intelligence operatives and other ‘architects of reality’, with no involvement from the citizenry. It is, however, yet another ominous sign of things to come,” writes Larry Chin. “Nothing has been done to undo the Patriot Act, or end such things as illegal domestic spying and surveillance of American citizens. Nothing will be.”

Congressman Peter DeFazio, featured in the video here, and who sits on the Homeland Security Committee, complained that he was refused access to the continuity of government plans, contrived behind closed doors. “I just can’t believe they’re going to deny a member of Congress the right of reviewing how they plan to conduct the government of the United States after a significant terrorist attack,” DeFazio said last July. “We’re talking about the continuity of the government of the United States of America. I would think that would be relevant to any member of Congress, let alone a member of the Homeland Security Committee.” In response, Bush administration spokesman Trey Bohn declined to say why DeFazio was denied access: “We do not comment through the press on the process that this access entails. It is important to keep in mind that much of the information related to the continuity of government is highly sensitive.”

Indeed, the planned suspension of the Constitution and “some civil liberties” is so “highly sensitive” that journalist citizens will not be allowed to ask former government officials about it. In doing so, they may face what We Are Change faced in Louisville — physical assault and the theft of their camera memory cards. Such is a glimmer of what Americans can expect to face when COG, under the ludicrous pretext of al-CIA-duh attacking the “homeland” with a nuke, is implemented. Of course, as we know, there is no al-Qaeda and the fascists currently in control of the government are simply building the structure required to impose martial law.

Gadsby is in Day 3 of a hunger strike outside McCain’s office to persuade McCain to meet with him and 9/11 scholars to discuss the discrepancies in the official 9/11 Commission Report. Ottawa Change puts a stop to School Lockdown

On the afternoon of Friday May 23rd, Assumption Elementary School put out a recorded phone message to parents that they would be holding a lockdown exercise on Monday the 26th sometime after 10:00am.

On Sunday May 25th, Ottawa Change members put up approximately 250 flyers around the Vanier area warning of a school lockdown exercise to be taking place at Assumption Elementary the next day. Lockdowns typically consist of forcible confinement of students in their classrooms. Police then simulate a threat with armed officers patrolling the halls and perimeter of the school. For any child, this experience could be very traumatic. Under the criminal code of Canada, these lockdowns qualify as an act of terrorism.

On Monday May 26th, word had spread of these terror excersises and media sources (A-Channel, CFRA) had picked up on the news and were reporting it. Ottawa Change was at the school that morning warning concerned parents of the drills that had been scheduled to take place. Some parents decided to keep their children at home for the day because of it.

Later, the school’s principal came out to make a statement announcing the school would postpone it’s lockdown exercise for another date. When asked why they had postponed the exercise, the principal refused to comment.

Afterwards, Ottawa Change member O’Neil spoke with A-Channel for an interview about the events that took place.

The SPP is the “hostile takeover” of the apparatus of democratic government and an end to the “rule of law”. There has been a kind of coup d’état over the government operations of Canada, U.S.A. and Mexico.


The first formal step towards the NAU was NAFTA.

Ron Pastor of the Council on Foreign Relations has affirmed that. The Canadian Action Party, a registered federal sovereigntist political party in Canada, began as a party in 1997 precisely because none of the mainstream parties were calling for the clear, outright, unequivocal abrogation of NAFTA, or for control of our national monetary system.

Even now, our mainstream Canadian political parties and significant citizen groups are still stuck on re-negotiation of NAFTA (they talk of fair trade) which completely misses the point. As such, they remain blinded, and of no use to the citizens who care about our nation and our sovereignty, our independence, our civil liberties, our civil rights, our culture, our freedom .

The second formal step was the integration and subjugation of Canada’s military into the US military command under NORAD, NORTHCOM, and the Bi-National Planning Agreement.


That is why our Canadian military is in Afghanistan.

The third formal step in the creation of the NAU was the implementation of the respective liberty-stripping anti-terrorist legislations, the Patriot Act in the USA and the Anti-terrorist Act in Canada. This has been the mechanism to implement the police state apparatus necessary to enforce Fortress America.

The fourth formal step is the SPP, Security and Prosperity Partnership Agreement.

That agreement is a “hostile takeover” of the Executive branch of government,

a coup d’état over the government operations of Canada, U.S.A. and Mexico.

The three branches of democratic governance are:

1, the legislative arm, i.e., the policy makers, the people we elect;

2, the judicial arm, i.e., judges who interpret and apply the laws created by the policy makers; and

3, the executive arm, i.e., the civil service, the bureaucracy, who implement and run the policy and operations of government.

The SPP is a treasonous metamorphosis of our federal and provincial government bureaucracies into formal instruments to implement the agenda of the shadow government - the military/ industrial/ financial complex exemplified by the Canadian Council of Chief Executives who in turn are dominated by the U.S Council on Foreign Relations, and the US military apparatus.

The S.P.P. has created the competitiveness council (10 to 16 people from industry and academe unelected by citizens, unaccountable to citizens, unrepresentative of citizens ) in each of Canada, U.S.A., and Mexico. They meet with our Prime Minister and the two Presidents. They actively direct the restructuring of the civil service apparatus and governance of Canada, U.S., and Mexico away from instruments serving the public interest and nationhood, and into tools to serve the power and greed of the industrial, financial, military complex. This Competitiveness Council will be at Montebello directing the three leaders in August, 2007 finalizing the last steps of the NAU.

Since March, 2005, under the direction of three senior cabinet ministers of each country, about 100 working groups of unelected officials from government and industry have been meeting at taxpayer expense deciding on and directing the implementation of the restructuring of the apparatus of governance and the form of rule over the people. Their command goes out down the chain of bureaucracy expending vast amounts of taxpayer dollars implementing the changes in our border crossings, in our airports, on our airplanes, in our skies, on and to our roads and highways, in our personal identification systems, in our health, in our vaccines, over our food supplements, in our pesticide safety levels, in our schools and universities, in the exploitation of our natural resources-our rivers, lakes, oil, gas, in our environment, in the arms industry, in the manufacture and use of depleted uranium, in the exploitation of and experimentation on our indigenous people and our military personnel, in immigration, over our right of Habeus Corpus, in our right of due process, our right to assemble and our freedom of speech, etc., etc.

Government of the people, by the people, for the people has been eliminated while those people we have elected stand idly in the sidelines apparently blissfully oblivious, or deliberately careless of the termination of their policy making role except as a rubber stamp. Those we have elected have abused their responsibility to protect our power, the people’s power. They have permitted an undemocratic elite to control them and the operation of government. It is by us, the general citizenry, that Members of Parliament and Members of Legislative Assemblies and city councillors,and Senators and congressmen are supposed to be ruled in all matters, not by the military/ industrial/ complex that General Dwight D. Eisenhower warned about on his final address to his nation.


The Prime Minister and Presidents along with their most senior Cabinet members and officials really now do apply a “Divine Right of Kings” mentality to their role.




They have metamorphosed into a cancer rotting the life out of our democracies.

For this reason the Canadian Action Party calls for electoral reform not just in how we elect candidates, but why and how the bureaucracy operates. In particular, we call for a curb on the exercise of power in the executive branch of government, and especially in the P.M.s office. This need is of paramount importance because it is the key to why and how three nations (Canada, USA, Mexico) are being dismantled.

Remember, if you believe in democratic accountable representation, there must be a universal franchise. Government of the people, by the people, for the people still is right. It is not government by officials of any organization or interest group whether public or private who are unelected by, unrepresentative, and unaccountable to the general public. We need to reform our government structure so that we can recall and replace any person we elect when they fail to keep their promise or do their duty to us, the citizenry; and, we also need to turn our executive arm of government back to being the servant of the citizens.

The Security and Prosperity Partnership Agreement (S.P.P) is deliberately not a formal international treaty such as NAFTA which is set out in a system of rule by international law. As a legal treaty the SPP would never have flown because it would have been exposed to scrutiny. It remains a work in progress agreement of


incredible treacherous magnitude.

It has already succeeded in implementing profound changes to three nations integrating the geographical region of North America. We do not even know the full extent of what has been completed or what little is left to be accomplished..

We know that a powerful think tank chaired by former Sen. Sam Nunn and guided by trustees including Richard Armitage, Zbigniew Brzezinski, Harold Brown, William Cohen and Henry Kissinger, is in the final stages of preparing a report to the White House and U.S. Congress on the benefits of integrating the U.S., Mexico and Canada into one political, economic and security bloc.

We know that the final report, published in English, Spanish and French, is scheduled for submission to all three governments by Sept. 30, according to the Center for Strategic & International Studies.

We know that the data collected for the report is based on seven secret roundtable sessions involving between 21 and 45 people and conducted by CSIS. The participants are politicians, business people, labour leaders and academics from all three countries with equal representation.

We know all this because it is described in a CSIS report, “North American Future 2025 Project.”

It will be interesting to see who the think tank representatives will be that appear before our Canadian Parliament and how it is presented since so many of our Canadian MP’s deny this integration is happening. They need to realize that the vote still works in Canada and if they want to be re-elected, they must repel the submissions for integration. In fact, their duty to us is to refuse to hear such a delegation.


Since when has it become lawful to entertain discussion or debate on any form of treason?


This kind of presentation by such influential players will likely be a formalization of the integration as a done deal.

We, the citizens, must demonstrate to our governments that we demand an end to the integration of North America. And, we must tell them we are not asking for a front row seat at our hanging party. We do not want to be involved or to have them involved in any negotiations or discussions or debate about how our nations are to die. We already know we do not want a North American Union, period! They must repel the formal instructions coming to them this fall from the shadow government.

In recognition of our sovereign democratic rights and powers as citizens promulgated by the respective founding fathers of three nations, the Canadian Action Party calls upon all Canadians to join with our neighbours in the USA and Mexico to stand and defend our distinctive nations, NOT TO CALL FOR DEBATE AND DISCUSSION ON INTEGRATION. We must DEMAND SOVEREIGNTY AND INDEPENDENCE We must make a sound and sight so that uninformed citizens can be alerted.

How can we do this?

Right now, focus on being at the 25 km perimeter around Montebello, Quebec on August 20 and 21, 2007.

Just got back from Los Angeles and the LA Times book fair, which is an incredible event. Essentially the LA Times takes over the entire UCLA campus for two days to celebrate books. I was on a panel Sunday morning on books about “checks and balances,” or the lack thereof, in government. The book fair was also something of a community festival, with plenty of booths set aside for political and other activist groups, including several tables for what is often referred to as the 9/11 Truth Movement. These are people who, by and large, believe that elements of the American government had some hand in the 9/11 attacks. Many of the movement’s leaders have been critical of “The Commission,” since I am perceived as an establishment journalist who has bought into the government’s official line on 9/11. The book fair presented me with a chance to meet my critics, and so I went over and introduced myself. It was a pretty civilized conversation all in all, must have lasted an hour, and the results are available on Youtube. com, posted by a couple of the “truthers.”

Hunger Strike for 9/11 Truth

Day two of the First Ever Hunger Strike for 9/11 Truth was met by an enormous amount of activism. The day began at 5am as Blair continued his visit to the office of John McCain.

Meanwhile at 2pm in Mesa, President Bush arrived to speak to the Silverado Cable Co. The location of his speech was changed at the last minute due to lack of interest in the $25,000 a plate fundraiser for Presidential hopeful John McCain.

Bush was greeted by 400 anti-war protesters and activists for 9/11 Truth. The police state was in full effect as the police videotaped activists exercising their first amendment rights. At 4pm a larger anti-Bush/McCain protest formed in downtown Phoenix at City Hall, followed by a march through the streets of Phoenix.


Fortunately Blair was able to speak with a local television station to make his case for 9/11 issues. It was obvious the media would not come to Blair, so we took Blair to the media. At 7pm we went back to McCain’s office and were joined by three members of Code Pink who gave Blair their support and well wishes.

One member of Code Pink stated, “if you can’t support 9/11 Truth, what can you support?” Blair wants to thank everyone who has sent their support and kind thoughts to him. The Bush administration is planning to carry out air strikes against Iran by August and two U.S. Senators have already been briefed on the attack according to a report in the highly respected Asia Times, which cites a former assistant secretary of state and U.S. career diplomat as its source.

Muhammad Cohen’s article claims that Senator Diane Feinstein, Democrat of California, and Senator Richard Lugar, Republican of Indiana, were informed of the attack plan and planned to voice their opposition to it in a New York Times editorial in an attempt to offset the air strike. The editorial is yet to materialize.

According to Cohen’ source, the Neo-Cons believe that they can perpetrate a “limited” air strike aimed more at sending a message than destroying Iran’s supposed nuclear program, but the consequences of such a move are likely to provoke a massive Iranian retaliation, as President Mahmoud Ahmadinejad has consistently warned.

The George W Bush administration plans to launch an air strike against Iran within the next two months, an informed source tells Asia Times Online, echoing other reports that have surfaced in the media in the United States recently.

Two key US senators briefed on the attack planned to go public with their opposition to the move, according to the source, but their projected New York Times op-ed piece has yet to appear.

The source, a retired US career diplomat and former assistant secretary of state still active in the foreign affairs community, speaking anonymously, said last week that that the US plans an air strike against the Iranian Revolutionary Guards Corps (IRGC). The air strike would target the headquarters of the IRGC’s elite Quds force. With an estimated strength of up to 90,000 fighters, the Quds’ stated mission is to spread Iran’s revolution of 1979 throughout the region.

The source said the White House views the proposed air strike as a limited action to punish Iran for its involvement in Iraq. The source, an ambassador during the administration of president H W Bush, did not provide details on the types of weapons to be used in the attack, nor on the precise stage of planning at this time. It is not known whether the White House has already consulted with allies about the air strike, or if it plans to do so.

Speculating on whether such a strike will benefit either McCain or Obama on the eve of the presidential election, the report points out that McCain has built his candidacy around an aggressive foreign policy therefore would be the likelier to take advantage.

“A strike on Iran could rally American voters to back the war effort and vote for McCain,” states the article.

“On the other hand, an air strike on Iran could heighten public disenchantment with Bush administration policy in the Middle East, leading to support for the Democratic candidate, whoever it is.”

Iran’s inevitable response would send oil prices skyrocketing towards $200 dollars a barrel as global instability threatened to boil over into numerous different regions in the aftermath of any attack. McCain’s ability to grandstand as a tough war leader would no doubt be amplified by a compliant corporate media and a sizable proportion of the American public would rally behind the Arizona Senator, especially if American interests were the subject of terrorist attacks on behalf of Hezbollah and Hamas.

China’s response to any attack, with the Communist nation being Iran’s biggest customer for oil, would also be key. Any inkling of a hostile reaction would place the world under the greatest threat since the height of the cold war.

Lugar and Feinstein’s public opposition to the plan “would likely create a public groundswell of criticism that could induce the Bush administration reconsider its plan,” states the article but, “Given their obligations to uphold the secrecy of classified information, it is unlikely the senators would reveal the Bush administration’s plan or their knowledge of it.”

The impending invasion of Iran has been on the grapevine for the past three summers running and many are beginning to fear that the “boy who cried wolf” mentality is starting to discredit those who repeatedly warn of the coming attack. However, rhetoric has notably heated in the past few months.

During Bush’s recent visit to Israel, an Israeli official claimed that a senior member in Bush’s entourage had stated in a closed meeting that Bush and Vice President Dick Cheney had resolved to attack Iran before they left office.

During a recent news conference at Israel’s parliament, US House Speaker Nancy Pelosi and House majority leader Steny Hoyer stated that the military option against Iran was still on the table.

Prominent political figures such as Zbigniew Brzezinski and Gary Hart have warned that an attack on Iran won’t arrive absent a staged provocation or a new Gulf of Tonkin style incident.

During a 2007 Senate Foreign Relations Committee meeting, Brzezinski alluded to the potential for the Bush administration to manufacture a false flag Gulf of Tonkin type incident in describing a “plausible scenario for a military collision with Iran,” which would revolve around “some provocation in Iraq or a terrorist act in the US blamed on Iran, culminating in a ‘defensive’ US military action against Iran that plunges a lonely America into a spreading and deepening quagmire eventually ranging across Iraq, Iran, Afghanistan and Pakistan.”

In an open letter to Mahmoud Ahmadinejad, former Senator and current CFR member Hart warned the Iranian President that he would be, “Well advised to read the history of the sinking of the U.S.S. Maine in Havana harbor in 1898 and the history of the Gulf of Tonkin in 1964,” two false flag events manufactured by the U.S. itself to kick start a war.

International — A new movie has dealt yet another severe blow to the credibility of US based Monsanto, one of the biggest chemical companies in the world and the provider of the seed technology for 90 percent of the world’s genetically engineered (GE) crops.

The French documentary, called “The world according to Monsanto” and directed by independent filmmaker Marie-Monique Robin, paints a grim picture of a company with a long track record of environmental crimes and health scandals.

The story starts in the White House, where Monsanto often got its way by exerting disproportionate influence over policymakers via the “revolving door”. One example is Michael Taylor, who worked for Monsanto as an attorney before being appointed as deputy commissioner of the US Food and Drug Administration (FDA) in 1991. While at the FDA, the authority that deals with all US food approvals, Taylor made crucial decisions that led to the approval of GE foods and crops. Then he returned to Monsanto, becoming the company’s vice president for public policy.

Thanks to these intimate links between Monsanto and government agencies, the US adopted GE foods and crops without proper testing, without consumer labeling and in spite of serious questions hanging over their safety. Not coincidentally, Monsanto supplies 90 percent of the GE seeds used by the US market.

Monsanto’s long arm stretched so far that, in the early nineties, the US Food and Drugs Agency even ignored warnings of their own scientists, who were cautioning that GE crops could cause negative health effects. Other tactics the company uses to stifle concerns about their products include misleading advertising, bribery and concealing scientific evidence.


Monsanto’s background

Monsanto was founded in 1901 as a chemical company. Its history is intimately linked to the production and promotion of highly toxic chemicals such as Agent Orange (used as a chemical weapon in the Vietnam war) and PCBs (widespread toxic pollutants). Robin’s movie reveals that Monsanto already knew about the “systematic toxic effects” of PCBs for decades, but instructed its salespeople to stay silent because, “we can’t afford to lose one dollar.”

More recently Monsanto received a bad reputation for the promotion of growth hormones from GE organisms known as rBGH, which the company sells in the US under the brand name Posilac. Monsanto claims that Posilac holds, “benefits to consumers”. The reality is that, rBGH growth hormones were banned in Europe and Canada after the authorities found out about the health risks resulting from drinking milk from cows treated with rBGH hormones. Monsanto’s way of “addressing” this problem was to sue the Oakhurst dairy company in the state of Maine (US) – attempting to force them, and other dairies, to stop labelling diary products “rBGH-free” and “rBST-free”.

Global reach, control

Over the last decade, Monsanto aggressively bought up over 50 seed companies around the globe. Seeds are the source of all food. Whoever owns the seeds, owns the food. The process of genetic engineering allows companies, such as Monsanto, to claim patent rights over seeds. Ninety percent of all GE seeds planted in the world are patented by Monsanto and hence controlled by them.

Patents on seeds give companies like Monsanto unprecedented power. Monsanto prohibits farmers saving patented GE seeds from one crop to replant the next season, an age-old practice. To ensure that farmers do not reuse seeds, Monsanto created its own ‘gene police’, and encourages farmers to turn in their neighbors.

Even farmers that do not use GE seeds are not safe. According to an investigative report by the Centre for Food Safety (CFS) farmers have even been sued for patent infringement after their field was contaminated by pollen or seed from someone else’s GE crop.

But Monsanto’s influence doesn’t stop at the US border. “The world according to Monsanto”, documents the devastating impact of Monsanto’s malpractices around the world. Among others, it includes the real-life stories of cotton farmers in India that ended up in hopeless debts after using Monsanto genetically engineered (so called Bt) cotton, and of a family in Paraguay, South America whose dreams have turned to nightmares after their farm became surrounded by fields planted with Monsanto’s GE soya.

Genocide in Iraq?

Despite the precipitous plunge in his popularity and growing criticism of his competency, character, and style, George W. Bush is not really that much different from other presidents with respect to his hegemonic ambitions or his proclivity to use force to achieve foreign policy objectives. Continuing historical patterns, President Bush and all presidents since World War II have committed horrendous crimes against humanity in order to protect and advance American interests under the guise of liberating people from under the jackboot of brutal dictators or communist subversives, bringing democracy to totalitarian states, improving the lives of those who are suffering and eradicating terrorism.

These are laudable goals reflecting prevailing shibboleths domestically. These goals are an alluring mantle for the real paradigm governing foreign policy which is the pursuit of American interests with total indifference to the consequences to people victimized by American “ideals”.

The gaping discrepancy between the stated goals of American foreign policy and its praxis is best exemplified by the apogee of war crimes: genocide. In its pursuit of these lofty goals, the United States has committed genocide in Iraq. Intervention resulting in genocide at the very minimum proves that American government’s professed motives for foreign policy decisions are altogether specious.

Rationalizations for the application of military force have been based on euphemistic doctrines which have no basis in American or international law. George W. Bush’s doctrine of preemptive war was not new to foreign and defence policy strategists but can be traced back to Dean Acheson’s doctrine dismissing the applicability of international law to the United States as outlined in a speech to the American Society of International Law in 1963 in which he argued that:

The power, position and prestige of the US had been challenged [Cuban Missile Crisis] by another state and the law does not deal with such questions of ultimate power – power that comes close to the source of sovereignty. [1]

In other words, national interests including meretricious threats to the sovereignty of the American State supersede international law despite the fact the United Nations Charter makes provisions for these exigencies.

The growing appetite for the unilateral application of force resulted in the “humanitarian intervention” or “illegal but legitimate” doctrine during the Clinton and Bush presidencies. This doctrine validated acts of preemption that justified the use of force whenever a threat was neither imminent nor substantial but necessary to defend the security interests of the United States against a perceived threat easily manufactured through the propaganda of fear.

Invading and occupying Iraq under the pretext of a preemptive war, a country already decimated by Dessert Storm, sanctions and no-fly-zones, represents the quintessential tragedy and hypocrisy of American foreign policy. To verify that the American Government is guilty of genocide in Iraq, I will establish a set of criteria based on the United Nations Convention for the Prevention and Punishment of the Crime of Genocide and apply them to Iraq.

The UN Convention on the Prevention and Punishment of the Crime of Genocide sets out a number of criteria to evaluate whether or not a war crime attains the magnitude of genocide. These criteria are not without controversy but by examining the scholarly literature on the subject and the judgments of the International Criminal Court, I have established conservative standards to assess whether or not the American Government is responsible for genocide in Iraq.

According to the Convention:

Genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, such as:

a) Killing members of the group;
b) Causing serious bodily or mental harm;
c) Deliberately inflicting conditions of life calculated to bring about its physical destruction in whole or part;
d) Imposing measures intended to prevent births within the group;
e) Forcibly transferring children of the group to another group.

Although the phrase “in whole or in part” sounds ambiguous, its ambit has been restricted by judgments of the International Criminal Court. According to the Rapporteur for the Preparatory Commission of the International Criminal Court, “The accused aimed to destroy a large part of the group in a particular area.”

The International Criminal Court for the former Yugoslavia concluded that “The killing of all members of a group within a small geographical area” was tantamount to genocide.

Notwithstanding the imprecision of these definitions of “part”, the area in Bosnia referred to in the ruling sets a baseline for future cases. The architect of the Convention, Raphael Lemkin, intended to define “in part” as a level of destruction sufficiently substantial to imperil the existence of the group. Shedding even further light on this problem, the Convention itself considers attempted genocide to be punishable under the Convention implying that intent alone is sufficient to establish guilt.

“Intent” is another term in need of clarification. Apart from direct evidence through orders, statements, or coordinated acts, intention can be shown if “Acts of destruction that are not the specific goal but are predictable outcomes or by-products of a policy, which may have been avoided by a change in that policy.” [2]

The Genocide Convention defines two basic levels of guilt: the direct commission of genocide and complicity to commit genocide.

Complicity in genocide must embody:

    1. Intentional participation;
    2. Knowledge of the genocidal intent of the perpetrators;
    3. Organizing, planning, supplying arms, training intelligence, or direct military support.

One example of direct American genocide, Iraq, has suffered massive destruction to its infrastructure, the economy and human life, particularly since the imposition of American sanctions in 1990 and the bombing in 1991. UN Resolution 661 mandated sanctions against Iraq originally to force Iraq to withdraw from Kuwait. The resolution was worded in such a way as to grant the United States a veto over which products could be traded with Iraq. The American government exploited that veto to severely punish the people of Iraq in the hope that they would overthrow Saddam Hussein themselves.

According to a 1993 UNICEF study, “What has become increasingly clear is that no significant movement toward food security can be achieved so long as the embargo remains in place.” [3]

Declassified documents divulge the fact that the Americans were aware of and responsible for a humanitarian crisis caused by the sanctions. A Defense Intelligence Agency report on January 18, 1991 concludes that:

Failing to secure supplies [for Iraq] will result in a shortage of pure drinking water for much of the population. This could lead to increased incidences; if not epidemics of disease…Current public health problems are attributable to the reduction of normal preventative medicine, waste disposal, water purification and distribution electricity, and the decreased ability to control disease outbreaks.[4]

On January 15, 1991, B-52s were flying towards their targets in Iraq and cruise missiles were fired from ships in the Indian Ocean. Iraqi defences were incapable of offering any resistance.

Restricting the bombing to only military targets was not part of the U.S. war plan whereas targets included hospitals, electric utilities, schools, factories, water treatment plants, irrigation systems, food storage facilities and community health centres. Over 200,000 people died, the majority of whom were civilians.

In 2003, George Bush Junior inflicted further atrocities on the devastated people of Iraq and on a country virtually bombed back into pre-industrial times by another so-called war. As of today, Iraq has suffered a further one million casualties and four million refugees.

Whether or not the administrations of Bush Senior, Clinton, and Bush Junior intended to commit genocide in Iraq is irrelevant because the consequences of the bombings and sanctions could have been predicted by any reasonable person. The actions of these administrations clearly resulted in mass killing, serious bodily and mental harm, and the infliction of conditions calculated to bring about Iraq’s physical destruction in whole or in part. Iraq is a clear-cut case of genocide.

The carnage resulting from this genocide clearly exposes the disparity between the professed principles of American foreign policy and its manifest practice. This hypocrisy betrays the indifference of American leaders to basic democratic principles and to respect for both domestic and international law.
